The library services at Delhi College of Engineering are provided to student, staff & faculty member for updating their knowledge and supporting the research, and teaching learning activities. These services are provided through the central library and departmental libraries keeping in view the fast changes in technology the knowledge base of the library is updated regularly by way of adding new literature in the form of text books, reference books, reports, proceedings, abstracts & indexes, encyclopedias, data books, standards (National & International) Journals & database on CD-ROM.
Apart from adding the new literature the basic literature is also procured for the new Programmes along with current one. Some new section and services are also being started to make the library services of ISO 9001 standard.
Rules and Regulations Governing Public Behavior in the
Central Library, Delhi College of Engineering
To provide an atmosphere conducive to appropriate use of its services and facilities, the students are required to comply with The Library rules and regulations listed below:
- Users of the library must respect the rights and privileges of all other users.

Talking is permitted in library buildings, but only in quiet tones and low voices.

Improper conduct is prohibited. Conduct will be regarded as improper if it includes one or more of the following, many of which are violations of criminal or civil codes of law:
-
a. Creating a public disturbance, including disruptive noise.
b. Obscene and/or abusive language or gestures.
c. Harassing or threatening behavior.
d. Mutilating, damaging, or defacing any book, map, picture, engraving, film, manuscript, cassette, or other library property.
e. Gambling, card playing or games of any kind. This rule does not apply to games, which are a part of programs or activities sponsored by The Library.
f. Playing radios or tape/cassette players, use of portable television sets, cameras, typewriters, cellular telephones, etc.
g. Soliciting public or staff on library premises.

All library materials must be charged out in accordance with established procedures before taken from library premises.

Failure to comply with one or more of the library's established regulations may result in suspension of library privileges. In disputed cases, the decision of the person-in-charge is binding.
FOR STAFF MEMBERS
1) 15 Books (including reference books for 3 days) shall be issued to regular teaching faculty members, 6 to contractual faculty, 3 to other staff members for a period of one month renewable for three days only. To avail the library facility in the next year, it is compulsory to return all the books by 30th June of every year. If books are not returned to the library facility will be withdrawn and will be opened after the permission from the Library Advisory Committee/ Principal.
2) In case a book is mutilated or lost the cost of the book has to be paid. If book is available in the market then it has to be replaced by latest edition /reprint
3) A “ NO DUES” certificate will be issued only after receipt of all the books borrowed from the library or a proper settlement to the complete satisfaction of Librarian/Library Advisory Committee.
FOR B.TECH . PART –TIME STUDENTS
1) A student can borrow 5 books at a time for the whole academic year from part-time library. All the books shall have to be returned for availing the facility in the next year. A fine of Rs.1/- per day per book shall be charged, if books are not returned on or before the date announced by the library.
2) Librarian can wave of the fine in case of delay caused due to unavoidable circumstances .In a case a student is to be found habitual defaulter his/her library membership may be cancelled.
3) A student has to apply for “NO DUES’ certificate before leaving the institution .No dues certificate will be issued only after clearance of all the library dues.
4) Librarian reserves the right to recall any book at any time.
5) If the library books are mutilated /lost. The cost of the books + late fine +binding charges etc. if any , has to be paid. If books are available in the market then it has to be replaced by latest edition/reprint.
6) Students are expected to read the notice issued by the library from time to time, ignorance will be no excuse.
7) Students on leave must make arrangements for the return of books in time.
8) Students must carry their identity card with them whenever they enter the library failing which, entry shall not be allowed and can be permitted only by the librarian on specific written request.
9) Any misuse of the library facilities will be considered as a serious breach of discipline and the ibrarian/library Advisory Committee can take necessary action upto the extent of canceling membership.
10) Loss of library card(s) should be immediately reported to the Librarian, a duplicate card may be obtained after submission of original copy of FIR and on payment of Rs.20/- .A prescribed application for issue of a duplicate card is available on the issue counter.
FOR B.E./M.E./Ph. D Students
1) Books will be issued to the students for a period of 15 days. Which can be reissued for another 15 days if not in demand. If a book is not returned a fine of Rs.1/- per day shall be charged. Students on leave must make arrangement for return of books in time.
2) Librarian can wave off the fine in case of delay caused due to unavoidable circumstances. But in case a student is found to be habitual defaulter his/her library membership may be cancelled.

M.E. STUDENTS 6 BOOKS
Ph. D STUDENTS 6 BOOKS
4) A Student has to apply for “NO DUES” certificate before leaving the institution which will be issued only after clearance of all dues of library.
5) Students are expected to read the notice issued by the library from time to time, ignorance will be no excuse.

Students only,3 books for general students will be issued for full semester ,where as the books for SC/ST students shall be issued as per the guidelines issued from time to time by directorate for welfare of SC/ST Govt. of N.C.T. of Delhi . If books are not returned within the date announced by the Library at the end of semester ,a fine of Rs.1 /- per book per day shall be charged.
10) Students must carry their identity card with them whenever they enter the library, failing which, entry shall not be allowed and can only be permitted by the librarian on specific written request.
Reserving Books and Journals
The Reservation Service allows you to reserve books and journals which are on order, being processed by the Library ('in process') or on loan to another reader.
You may have a maximum of 6 outstanding reservations for books, journals or any other item at any one time.
Making a reservation
You can place a reservation either by Filling in a reservation card at the Issue or Information Support Desk
Using the request option on the on-line catalogue.
If you fill in a reservation card the item will normally be recalled for you
If you request an item on the on-line catalogue this will reserve for you whichever copy is returned to the Library first. The item will not be recalled from the reader who currently has it on loan and you will have to pick it up from the library to which it was returned.
Collecting your reserved item
We will not send you a notice when the book is ready to collect from the Issue Desk. You are given one day to collect the book before it is put back on the shelves or passed on to the next person who wants it. If there are several people waiting for one copy of a book it will only be issued to you for seven days and you will not be able to renew it.
Missing Books and Journals
The Missing Items search service is for books, journals or other items which are not on loan but are missing from the shelves.
If the item which you require is marked as 'not on loan' in the catalogue but is not on the shelves you can fill in a missing item card at the Issue or Information Support Desk.
What will happen to your search request?
When you have handed in your missing item card, Library staff will carry out a search for you. If we cannot find the book after several searches we will let you know. It will then be marked as 'missing' on the catalogue and passed to the staff in Academic Liaison for re-ordering. If you wish to obtain a copy through Inter-Library Loan please ask at the Information Support Desk.
